CCO Reform: Staff feedback provides exciting opportunity

As a direct result of staff feedback, Auckland Council’s Chief Executive Phil Wilson has today opened consultation on proposed options to create a property function within Auckland Council through a new property department, reporting to a new general manager role.

On 20 March 2025 the CCO Reform Transition Programme Workstream One proposal was released regarding the transfer and integration of all functions from Eke Panuku Development Auckland and the economic development functions from Tātaki Auckland Unlimited to Auckland Council. 

As a direct result of staff feedback, Auckland Council’s Chief Executive Phil Wilson has today opened consultation on proposed options to create a property function within Auckland Council through a new property department, reporting to a new general manager role.

This opportunity surfaced as a theme during feedback on the CCO Reform Workstream One operating model and organisational structure change proposal, and council is keen to test the idea further to see how better outcomes might be achieved with a more coordinated approach across the acquisition, leasing and disposal of property.

Property is recognised by the council as a critical enabler in providing council services. The council group has a significant and diverse portfolio which includes nearly $70 billion of property which is estimated to rise to $108 billion by the end of the 2024 – 2034 Long-Term Plan.

Staff at Auckland Council and Eke Panuku Development Auckland have been asked to provide their feedback on this additional proposal, which follows decisions made by the council’s Governing Body on 12 December 2024 on the Mayor’s proposed CCO reform.

Mr Wilson says this additional consultation is a tangible example of why staff feedback through a consultation process is important.

“We received 340 submissions across the group, 65 of which were team submissions, during our initial consultation period."

"Strategic management of our property portfolio is required to ensure that we have the right assets to deliver services for today and into the future. I’m genuinely excited about the opportunity to further consult on the potential of a property function and this is a very real example that our staff are committed to finding the best way to meet the evolving needs of Aucklanders, as well as the big challenges of the future,” he said.


The new proposal may potentially affect some council roles that were not included in the original change proposal and is open for consultation with all staff until 7 May 2025. 

The new structure is due to be in place by 1 July 2025.
